Joseph J. Maiella, P.E., P.P.


Operations Director

Mr. Maiella has over thirty years of experience working in the field of Civil Engineering and Land Use Planning, regarding the design, construction and operation of infrastructure improvements. These activities involved coordination between and amongst government agencies, as well as, private sector parties. Mr. Maiella graduated from Rutgers University with a Bachelor degree in Civil Engineering, before assuming his responsibilities of a Base Civil Engineering Officer in the United States Air Force. In addition to his military command obligations, Mr. Maiella provided engineering services in design, construction and maintenance operations of the building/structures and utility systems that supported this facility. Mr. Maiella has the unique experience of also serving as an Officer in the United States Army Reserve, assigned to a heavy combat engineer unit under the command of CPT John A. Desch, his long time friend and colleague. The unit provided construction services throughout the northeast of the United States.

Mr. Maiella is a member of the New Jersey Society of Municipal Engineers and an Associate member of the New Jersey Association of Accident Reconstructionists. Mr. Maiella is licensed as a Professional Engineer and Professional Planner in the State of New Jersey. He also holds accreditations through the State of New Jersey and associated entities as a Certified Municipal Engineer, Registered Public Purchasing Official and Qualified Purchasing Agent.

Mr. Maiella has been an Associate at JDA since 2009, subsequent to serving in several key positions for New Jersey municipalities. As the Engineer and/or Director of Development for these municipalities, Mr. Maiella had primary oversight responsibility for all engineering design and construction activities, regarding municipal buildings, roadways and utility infrastructure. Further, he was the designated professional for the review and evaluation of all private sector site and public right-of-way development and improvement construction, so as to ensure compliance with applicable design criteria and governmental regulations. Such responsibilities were directed at monitoring the construction process and thereby achieve facilities and public improvements that were safe for occupancy and use.

During his last fifteen years of employment in the public sector, Mr. Maiella was also charged with the administrative responsibilities associated with the operation of a community having a population of approximately 11,000 and 100 employees. In his position as Borough Business Administrator, he was the head of several Divisions of the municipal government – Budget, Personnel, Public Properties and Purchasing – as well as, having oversight responsibility of all remaining Departments within the municipal government table of organization. Mr. Maiella has applied these organizational skills for planning, budgeting, personnel and purchasing to his position as Operations Director at JDA. In addition to these administrative functions, Mr. Maiella provides engineering expertise on assignments involving the review and evaluation of conditions related to site layout and design, as they may have impacted accident occurrences. Specifically, his investigation efforts look to identifying underlying approval and construction actions that resulted in the site conditions, to ascertain if appropriate procedures were followed during the respective phases of the subject improvements. The historical information that is developed during his analysis is often critical to reaching liability determinations as part of these types of accident reconstruction assignments that are performed by JDA. Mr. Maiella also provides direct technical assistance in accident reconstruction assignments with evidence collection, accident scene investigation and vehicle inspection efforts.

Joe and his wife Sandy have two married daughters and three grand children. From their home in North Haledon, they often enjoy trips to Maine, South Carolina and Pennsylvania. Wood-working, taking care of their home and pool and enjoying time with their grand children are some of the activities that Joe enjoys when not at JDA.

Mr. Maiella brings a unique resource to JDA, given his combined experience in Government and private sector environments. His experience, in the technical fields of Engineering and Planning, coupled with his administrative and business capabilities enable him to manage assignments at JDA, with a dual perspective of both technical and fiscal accountability.
